Abstract
This National Association of VOCA Assistance Administrators (NAVAA) Toolkit provides VOCA Administrators with comprehensive information and guidance to help them carry out their many responsibilities and make certain that VOCA assistance is devoted to accomplishing its intended purpose of "Putting Victims First" by providing quality services to crime victims. This field-generated Toolkit reflects significant input from Administrators themselves who helped guide the concept, format, and materials used in its compilation. While the Toolkit is particularly useful to new VOCA Administrators, it is also designed to be an ongoing reference guide for all Administrators and their staff. The VOCA Administrators Toolkit is divided into five chapters, each based upon the various roles, relationships and responsibilities of VOCA Administrators. Chapter 1, "Introduction," highlights the purpose and history of VOCA; the roles and responsibilities of Administrators; federal VOCA administration; and the role of NAVAA in providing support, training and technical assistance to VOCA Administrators. Chapter 2, "Federal Grant Management," addresses VOCA victim assistance allocations; the state VOCA grant application process; and reports required by OVC for compliance. Chapter 3, "State Grant Management," includes information about requirements related to compliance, coordination with other federal and state funding, and state strategic planning; state-specific VOCA requirements (including "priority" and "previously underserved victims" categories); and allocation methodologies. Chapter 4, "Subgrant Management," highlights guidelines for VOCA Administrators to establish and maintain an effective working relationship with subgrantees. And, Chapter 5, "Victim Advocacy," offers a summary of the history of the crime victims movement since its inception; an overview of the dynamics of victimization; an overview of the criminal and juvenile justice systems and international issues specific to crime victims; and resources to enhance training, technical assistance, the quality of direct victim services, and public awareness about victims' rights and services.
