This training guide is designed to provide background information on the Volunteer Augmentation of Law Enforcement Agencies (VALEA) program sponsored by the American Association of Retired Persons (AARP), to increase cost-effectiveness through contributed services, and to enhance community understanding and support of law enforcement.
Abstract
The first part of the guide introduces the program, presents an overview of the concept of volunteerism, and discusses the results of AARP's National Study on Volunteers in Law Enforcement. Factors which must be considered when evaluating executive commitment, outlined in the second section, include needs assessment results, volunteer roles, benefits, organizational placement, costs, input of unions and associations, legal liability, confidentiality, and staff acceptance. Successful management of a program like VALEA must encompass policy and procedures, office support, parking and transportation, forms, records, position descriptions, organization, recruitment, screening and interviewing, training, scheduling, discipline, publicity, motivation and retention, awards and recognition, and evaluation.
