THIS PAMPHLET OUTLINES THE OPTIONS AVAILABLE FOR CREATING PERMANENT STATE VOLUNTEER PAROLE AIDE PROGRAMS AFTER TERMINATION OF LEAA FUNDING, AND THE OPTIONS FOR CREATING PERMANENT BAR ASSOCIATION STRUCTURES FOR THESE PROGRAMS.
Abstract
THE VOLUNTEER PAROLE AIDE (VPA) PROGRAM PAIRS VOLUNTEERS AND PAROLEES INTO TWO-PERSON TEAMS, WITH EACH VOLUNTEER COUNSELING AND ASSISTING A SINGLE PAROLEE DURING HIS PERIOD OF ADJUSTMENT TO LIFE OUT OF AN INSTITUTIONAL ENVIRONMENT. VOLUNTEERS PROVIDE PAROLEES WITH PERSONAL GUIDANCE AND SUPPORT TO FACILITATE THEIR REINTEGRATION INTO SOCIETY. SINCE THE PROGRAM WAS CONCEIVED BY AN AMERICAN BAR ASSOCIATION COMMISSION, MOST OF THE VOLUNTEERS DURING ITS INITIAL STAGES HAVE BEEN ATTORNEYS. THE VPA WAS INITIATED UNDER SPONSORSHIP OF TWO AMERICAN BAR ASSOCIATION SECTIONS. A NATIONAL OFFICE WAS OPENED IN NOVEMBER 1971 TO ASSIST IN THE DEVELOPMENT OF INDEPENDENT STATE VPA PROGRAMS. AFTER COMPLETION OF THIS TASK, THE NATIONAL OFFICE WAS SCHEDULED TO FINISH ITS OPERATIONS IN JUNE 1975. THIS PAMPHLET IS DESIGNED TO HELP THOSE INTERESTED IN SUPPORTING AND ASSISTING IN THE STATE VPA'S TO CONTINUE THEIR OPERATIONS AND FIND FUNDING SOURCES AFTER TERMINATION OF LEAA SUPPORT. AFTER PRESENTING THE OPTIONS AVAILABLE FOR MAKING VPA PROGRAMS PERMANENT AND CREATING PERMANENT BAR ASSOCIATION STRUCTURES, THIS PAMPHLET DISCUSSES THE ROLE OF THE AMERICAN BAR ASSOCIATION AND THE STATE BARS IN THE VPA PROGRAMS.
