IMPLEMENTATION AND EVALUATION OF A PROGRAM TO GIVE PRISONERS WIDE DISCRETION IN DESIGNING AND PURCHASING REHABILITATION SERVICES.
Abstract
THE VOUCHER SYSTEM IS SUGGESTED AS AN ALTERNATIVE TO COERCED PROGRAMS OF IN-PRISON REHABILITATION DESIGNED AND IMPLEMENTED BY ADMINISTRATORS. THE AUTHOR POINTS OUT LIMITATIONS IN ENFORCED REHABILITATION PROGRAMS, AS WELL AS PROBLEMS INHERENT IN THE VOUCHER SYSTEM. IN THE LATTER PLAN EACH PRISONER RECEIVES A VOUCHER, THE AMOUNT OF WHICH IS PROPORTIONAL TO THE LENGTH OF HIS SENTENCE. THESE TOKENS CAN BE SPENT ACCORDING TO INDIVIDUAL NEEDS, OR CAN BE POOLED WITH OTHER PRISONERS. IT ALLOWS PRISONERS TO MAKE AUTONOMOUS DECISIONS.
