THIS APRIL 1976 REPORT ANALYZES THE PRACTICES AND PROCEDURES IN USE IN EACH COUNTY AND RECOMMENDS WAYS TO REALIGN OFFICES AND ADAPT PROCEDURES IN FACE OF RISING CASELOADS AND A CHANGE IN COURT CLERK STATUS.
Abstract
COMPARATIVE PROCESS ANALYSES COVER PROBATE, TRAFFIC VIOLATIONS, JUVENILE TRAFFIC, JUVENILE, CONCILIATION, AND CRIMINAL CASE MANAGEMENT. RECORDS MANAGEMENT PRACTICES AND PROBLEMS ARE ALSO DISCUSSED. A TOTAL OF 57 GENERAL AND COUNTY-SPECIFIC PROBLEMS ARE IDENTIFIED AND SOLUTIONS ARE RECOMMENDED FOR EACH. PARTICULAR ATTENTION IS GIVEN TO COMPUTERIZING THE PROCESS OF PARKING CITATIONS AND MOVING TRAFFIC COMPLAINTS IN OLMSTEAD COUNTY AND TO ESTABLISHING VIOLATIONS BUREAU IN EACH COUNTY TO HANDLE MISDEMEANORS ADMINISTRATIVELY BY REDUCING THEM TO PETTY MISDEMEANORS. WABASHA COUNTY WITH A POPULATION OF 16,459, HAS ONE ELECTED COUNTY COURT JUDGE, AN APPOINTED JUDICIAL OFFICER, AND A COUNTY CLERK ASSISTED BY SIX CLERKS, FOUR FOR COUNTY COURT MATTERS AND TWO FOR DISTRICT COURT MATTERS. OLMSTEAD COUNTY, WITH A POPULATION OF 95,979, HAS TWO FULL-TIME JUDGES, ONE PART-TIME JUDGE, AND A COUNTY CLERK SUPPORTED BY A CLERICAL STAFF. RICE COUNTY HAS A POPULATION OF 43,693 SERVED BY ONE COUNTY COURT JUDGE AND ONE JUDICIAL OFFICER. THE COUNTY CLERK SERVES BOTH DISTRICT AND COUNTY COURTS....ELW
