This volume, as part of an overall status report on the local criminal justice system in Washington County, Oregon, presents a technical analysis of central aspects of the corrections system. The assessment provides a basic system overview and outlines recommendations and options designed to reduce crowding or to help mitigate its effects.
Abstract
The historical overview summarizes custody operations in the county and sketches the most prevalent of the facilities' current problems. The report discusses mission statements for the county jail and restitution center, highlights findings of a profile taken of the inmates incarcerated in county facilities, examines inmate classification, and addresses the tracking system which assesses the flow of inmates through the criminal justice system. This review evaluates the availability and extent of inmate programs and services, considers alternatives to incarceration, provides jail population prediction figures, and determines the future net need for jail bedspace by custody level. Finally, the report addresses the issue of regionalization and provides options to improve the county correctional system and to save jail beds. 56 figures, 70 tables, and 6 appendixes
