AN ANALYSIS OF PROGRAM ADMINISTRATIVE FUNCTIONS AND PROCESSES COVERS THE PLANNING PROCESS, PROGRAM OPERATIONS, RECORDS AND INFORMATION, AND THE ADMINISTRATIVE STRUCTURE. A CRITIQUE OF EXISTING PROGRAM TARGETS AND GOALS IS ALSO INCLUDED.
