DESCRIBES NEW CLASS OF CASELOAD IN WHICH THERE IS NO NEED FOR REGULAR PERSONAL CONTACT AND COUNSELING OR CASEWORK SERVICES ARE PROVIDED AS THE NEED ARISES.
Abstract
THIS REPORT EXAMINES A NUMBER OF VARIABLES WHICH HAVE IMPACT UPON PROBATION AND PAROLE SUPERVISION. INCLUDED AMONG THESE VARIABLES WERE CASELOAD SIZE, CONCEPTS OF TREATMENT, CASELOAD ORGANIZATION, TYPES OF PROBATION AND PAROLE OFFICERS AND PROBATIONERS AND PAROLEES, THE COMMUNITY, THE FACTORS OF DECISION-MAKING AND DECISION-MAKERS, SOCIAL SYSTEMS, AND ADMINISTRATIVE STYLES. THE MINIMUM SUPERVISION CASELOADS IN WASHINGTON STATE ARE DESCRIBED TO INCLUDE BACKGROUND DATA, ORGANIZATION, ADMINISTRATIVE REQUIREMENTS, AND CLASSIFICATION SCHEMES. DESCRIPTIONS OF OPERATIONAL ASPECTS OF THE TWO MINIMUM SUPERVISION CASELOADS (MSC), DESCRIPTIVE MATERIALS ON THE OFFENDERS ASSIGNED TO THEM, AND A BRIEF COMMENTARY ON OUTCOME ARE PROVIDED. THE ABSENCE OF CONTROL GROUPS PRECLUDES ANALYSIS OF THE APPARENT SUCCESS (THE RELATIVELY LOW VIOLATION RATE) OF THESE CASELOADS. THE 15 PERCENT VIOLATION RATE FOR THE MSC OFFENDER MAY BE A PRODUCT OF THE SELECTION PROCESS, THE FACT THAT THE FIRST MONTHS OF SUPERVISION WERE IN STANDARD CASELOADS, OR THE ADMINISTRATIVE STYLES OF THE MSC OFFICERS.
