THE FINDINGS OF A 1976 INSPECTION OF WASHINGTON'S 117 COUNTY AND CITY JAILS AND HOLDING FACILITIES ARE REPORTED, AND RECOMMENDATIONS FOR CORRECTING DEFICIENCIES FOUND BY INSPECTORS ARE PRESENTED.
Abstract
AN OVERVIEW OF INSPECTION FINDINGS AND SUMMARIES OF CONDITIONS IN EACH OF THE STATE'S 38 COUNTY JAILS OPEN THE REPORT. NO JAIL WAS FOUND TO BE IN FULL COMPLIANCE WITH STANDARDS. THE MOST GLARING DEFICIENCY WAS INADEQUATE BUDGET ALLOCATIONS. OTHER DEFICIENCIES, IN ORDER OF SEVERITY, WERE IN THE AREAS OF STAFFING (SURVEILLANCE, COMMUNICATION, SUPERVISION); PHYSICAL PLANT (SPACE, SECURITY, PRIVACY, COMFORT, VISITING, SANITATION); PROGRAMS (RECREATION AND EXERCISE, EDUCATION, LEISURE ACTIVITIES); SERVICES (MEDICAL, FOOD, LIBRARY, LAUNDRY); AND ADMINISTRATION (TRAINING, RECORDS). CHARTS AND TABLES PRESENT DATA ON RATES OF COMPLIANCE WITH STANDARDS; PHYSICAL PLANT RATINGS; RECOMMENDED CONSTRUCTION, REMODELING, AND CONSOLIDATIONS; JAIL CAPACITY; AND INMATE POPULATION. APPENDED TO THE REPORT ARE MINIMUM STANDARDS PROPOSED BY WASHINGTON'S JAIL COMMISSION; JAIL LEGISLATION THAT HAS BEEN INTRODUCED BEFORE THE STATE LEGISLATURE AND DISCUSSED IN COMMITTEE A NUMBER OF TIMES; DOCUMENTATION OF THE WASHINGTON STATE MEDICAL ASSOCIATION'S JAIL AND PRISON HEALTH PROJECT; CONSTRUCTION AND REMODELING COST ESTIMATES; AND A COPY OF THE DATA COLLECTION INSTRUMENT USED BY JAIL INSPECTORS.
