THE STUDY WAS UNDERTAKEN PURSUANT TO THE JUVENILE DELINQUENCY PREVENTION AND CONTROL ACT OF 1968. AN ANALYSIS OF YOUTH AND DELINQUENCY PROGRAM COMPONENTS AND THE PLAN DEVELOPMENT PROCESS AND THE RESULTS OF AN OPINION SURVEY ON STATE PLANNING PRIORITIES AND BUDGET ALLOCATIONS FOR 1973 LEAA (LAW ENFORCEMENT ASSISTANCE ADMINISTRATION) FUNDS ARE APPENDED.
