Abstract
THE REPORT WAS PRODUCED BY THE ATTORNEY GENERAL'S OFFICE AND THE ASSOCIATION OF SHERIFFS AND POLICE CHIEFS AS A SERVICE TO PUBLIC OFFICIALS, LAW ENFORCEMENT LEADERS, AND OTHERS CONCERNED WITH LAW ENFORCEMENT.
