This report discusses criminal investigations conducted during the year by the Waterfront Commission, created by New York and New Jersey to eliminate corrupt practices in the handling of waterborne freight within the Port of New York-New Jersey and to regulate waterfront labor.
Abstract
The commission has licensing, regulatory, and law enforcement jurisdiction over almost 14,000 persons and 109 waterfront companies operating in the bi-State port district. The commission participated in a Federal probe of union and management corruption in the port area, resulting in numerous convictions and administrative proceedings. It also investigated coercion of longshoremen to authorize the contributional money to a political action fund and took action to contain thefts. Litigation engaged in by the commission is discussed and its additional responsibilities noted. Financial and personnel data are appended.
