RESULTS OF A STUDY OF A FEDERALLY FUNDED PROGRAM THAT WAS DESIGNED TO PROVIDE LEGAL REPRESENTATION FOR INDIGENT JUVENILES WHOSE OFFENSES ALLOWED THEM TO BE SENTENCED AS ADULTS.
Abstract
DISCUSSED ARE THE NATURE OF THE DEFENDER SERVICE PROJECT, ITS INTERACTION WITH THE WAYNE COUNTY JUVENILE COURT, AND THE DIRECTIONS FOR THE COURT AND COUNSEL. IT WAS CONCLUDED THAT THE PROJECT SHOULD BE CONTINUED AND REFUNDED. AMONG RECOMMENDATIONS THAT WERE MADE FOR IMPROVEMENT WERE THAT PROJECT GOALS SHOULD BE REDEFINED, AN ADVISORY COMMISSION SHOULD BE APPOINTED TO THE PROJECT, AND THAT THE PROJECT SHOULD BECOME INVOLVED AT THE INTAKE STAGE AND PARTICIPATE AT ALL STAGES OF A DELINQUENCY HEARING.
