TESTIMONY HEARD BY WISCONSIN'S CRIMINAL JUSTICE STANDARDS AND GOALS STUDY COMMITTEE DURING 10 PUBLIC HEARINGS HELD IN SPRING 1976 IS SUMMARIZED.
Abstract
ONE HEARING WAS HELD IN EACH WCCJ (WISCONSIN COUNCIL ON CRIMINAL JUSTICE) REGION. APPROXIMATELY 425 PEOPLE, INCLUDING CRIMNINAL JUSTICE PROFESSIONALS, LOCAL OFFICIALS, CITIZEN GROUPS, AND PRIVATE INDIVIDUALS, ATTENDED. THE HEARINGS WERE THE FIRST STAGE OF THE COMMITTEE'S EFFORT TO INVESTIGATE PROBLEMS AND ISSUES IN THE CRIMINAL JUSTICE SYSTEM AND TO MAKE RECOMMENDATIONS FOR THE SYSTEM'S IMPROVEMENT. THE FIRST SECTION OF THE REPORT SUMMARIZES MAJOR TOPICS RAISED DURING THE HEARINGS AS THEY RELATE TO LAW ENFORCEMENT, COURTS, CORRECTIONS, AND CRITICAL ISSUES. AMONG THESE TOPICS ARE POLICE TRAINING, MINIMUM PERFORMANCE REQUIREMENTS FOR POLICE RECRUITS, SENTENCING PRACTICES AND PROCEDURES, PLEA BARGAINING, COURT ADMINISTRATION, JAIL FACILITIES AND SERVICES, COMMUNITY CORRECTIONS, PENAL PHILOSOPHY (PUNITIVE VS. REHABILITATIVE), ALCOHOL AND DRUG ABUSE PROGRAMS, AND LAWS GOVERNING SEXUAL CONDUCT. THE SECOND SECTION PROVIDES A COMPILATION OF REGIONAL NEEDS AND PRIORITIES, BASED ON REPORTS PRESENTED TO THE COMMITTEE BY WCCJ REGIONAL PLANNING DIRECTORS EITHER IN STATEMENTS AT THE HEARINGS OR AS PART OF REGIONAL PROFILES. PLANS TO USE THE HEARING REPORT IN THE REMAINING STAGES OF THE COMMITTEE'S EFFORT ARE NOTED. (LKM)
