Abstract
This notebook and resource guide was developed by the National Sheriff's Association for use by participants at its seminar on jail evacuation planning and implementation. The seminar, WMD: Homeland Security Initiative Jail Evacuation Planning and Implementation, was held in November 2003. The information and resources in the guide are presented according to the modular format of the seminar. Module I covers the reasons for seminar attendance, goals of the seminar, and seminar objectives, which include defining potential threats to a jail that would require evacuation, providing information concerning how to obtain current threat information, and establishing procedures for developing plans, policies, and exercises for a jail evacuation. Module II covers terrorism and weapons of mass destruction, while Module III covers the threat - why would the jail be a primary target, secondary target, or target of opportunity. Module IV discusses how to develop plans and exercises and deal with contingencies. Module V presents information on responding to a threat and evacuation of the jail facility. Module VI presents information on what needs to be done once inmates and personnel are moved to a remote site. Module VII discusses the actions that need to occur in order to return to the jail facility once the threat has been removed. Appendixes
