THE PURPOSE OF THIS REPORT IS TO EXAMINE THE EFFICIENCY OF OPERATION OF THE LABORATORY AND TO DETERMINE ITS IMPACT UPON THE CRIMINAL JUSTICE SYSTEM.
Abstract
THIS REPORT DISCUSSES THE ANALYZATION AND IDENTIFICATION SERVICES PROVIDED TO OVER 50 LAW ENFORCEMENT AGENCIES IN UTAH IN OVER 600 CASES. IDENTIFICATION AND ANALYSIS ARE MADE OF NARCOTICS AND DANGEROUS DRUGS, FIREARMS AND TOOLMARKS, HAIRS AND FIBERS, PHYSIOLOGICAL FLUIDS, PAINT, TRACE EVIDENCE, ARSON ACCELERANTS, AND FINGERPRINTS. EIGHTY-TWO PER CENT OF THE USER AGENCIES CONTACTED IN A SAMPLE SURVEY FELT THAT LABORATORY SERVICES HAD HELPED INCREASE THEIR CASE SOLUTION AND CONVICTION RATES. EVALUATORS CONCLUDED THAT THE PROJECT HAD SUCCESSFULLY ACCOMPLISHED OR WAS ACCOMPLISHING ITS OBJECTIVES AND RECOMMENDED CONTINUED FUNDING.
