To improve the quality of life and the criminal justice system in Rhode Island, the Governor's Justice Commission allocated money in fiscal year 1992 to fund local drug control projects based on the Weed and Seed strategy.
Abstract
This strategy involved selecting a small target area neighborhood for concentrated drug law enforcement. Community police officers were then assigned to promote community safety and responsibility, followed by community revitalization programs to improve the quality of neighborhood life. A demonstration program in Providence supported increased enforcement efforts of the police, the concentration of community police in the target area, and neighborhood revitalization programs. Concentrated enforcement resulted in a high number of arrests, seizures, and Federal prison sentences. Community policing had a clearly positive and crime preventive impact on the targeted neighborhood, and neighborhood revitalization programs were generally viewed positively by managers and participants. 7 tables
