Abstract
STATISTICS ARE GIVEN FOR THE COUNTRY AS A WHOLE AND FOR THE LAND (STATE) OF HAMBURG. ALTHOUGH THERE WAS NO SIGNIFICANT ILLEGAL DRUG PROBLEM IN WEST GERMANY BEFORE 1965, THE GROWTH OF THE PROBLEM IS INDICATED BY THE FACT --IN GERMAN COUNTRY IN 1965 AND 6110 KILOGRAMS IN 1972. AS OF 1973, THE COUNTRY HAD A FIRMLY ESTABLISHED ILLEGAL DRUG MARKET, INCLUDING A GROWING NUMBER OF HEROIN USERS. THE ARTICLE ASSERTS THAT THE GROUPS DISTRIBUTING MARIJUANA, THE MOST WIDELY USED ILLEGAL DRUG, ARE COMPOSED LARGELY OF FOREIGNERS. FUTHERMORE, AMATEUR DEALERS FOR ALL DRUGS HAVE BEEN REPLACED BY PROFESSIONALS WHO ATTEMPT TO INCREASE THEIR MARKETS. THE ARTICLE ALSO OUTLINES THE EFFORTS THAT HAVE BEEN MADE TO COMBAT THE DRUG PROBLEM.
