The annual report for fiscal year 1978-79 is presented for the West Virginia Board of Probation and Parole.
Abstract
Despite its title, the Board of Probation and Parole has no function in relation to the State's probation system. Following the Board's decision to grant parole, the release of the parolee and the parolee's subsequent field supervision are the responsibility of the Department of Corrections. The selection and organization of the Board are described, and the requirements of West Virginia parole law are listed. The parole process and parole interviews are also portrayed. Of the 872 prisoners interviewed during the fiscal year, 298 were granted parole (34.17 percent), compared to 37.97 percent granted parole the previous year. During the year, the Board heard 123 parole violation cases. Action in these cases resulted in 59 revocations for technical reasons and 12 revocations for the commission of felonies. West Virginia parole law provides for the Board to release prisoners from any city or county jail. During the year, the Board reviewed seven applications from city or county jail prisoners. All were denied parole. The Board made 123 clemency reports to the Governor during the year. Tabular data are provided on types of crimes on which paroles were granted.
