THE ACTIVITIES OF THE GOVERNOR'S COMMITTEE ON CRIME, DELINQUENCY, AND CORRECTION (GCCDC), THE DESIGNATED STATE PLANNING AGENCY FOR WEST VIRGINIA, ARE REPORTED FOR FISCAL YEAR 1977.
Abstract
THE GCCDC WAS ORIGINALLY CHARGED WITH DEVELOPING A COMPREHENSIVE CRIMINAL JUSTICE PLAN TO CHANNEL FEDERAL FUNDS INTO IMPROVEMENTS FOR THE STATE'S CRIMINAL JUSTICE SYSTEM. THE LEAA APPROVES THE ANNUAL PLAN AND THE FEDERAL BLOCK GRANT WHICH GCCDC USES TO AWARD FUNDS TO PROJECTS WHICH MEET THE REQUIREMENTS OF THE COMPREHENSIVE PLAN. THE LAW REQUIRES ALL FEDERAL FUNDS TO BE MATCHED BY STATE AND LOCAL FUNDS. THE STATE LEGISLATURE APPROPRIATES THE MATCHING FUNDS AND THE COUNTY COMMISSIONS AND CITY COUNCILS APPROPRIATE THE REQUIRED LOCAL DOLLARS. THE PLAN DEALS WITH EVERY ASPECT OF THE CRIMINAL JUSTICE SYSTEM, INCLUDING THE FOLLOWING: ADJUDICATION AND LAW REFORM; COMMUNITY TREATMENT AND REHABILITATION SERVICES; DETECTION, INVESTIGATION, AND APPREHENSION; AND MANPOWER AND SYSTEMS DEVELOPMENT. TRAINING OF CRIMINAL JUSTICE PERSONNEL CONTINUES TO BE A PRIME OBJECTIVE OF THE GCCDC. THE ORGANIZATION OF THE GCCDC IS NOTED, ALONG WITH THE STRUCTURE, FUNCTION, AND MEMBERSHIP OF THE COMMITTEE AND THE STAFF. THE FISCAL REPORT IS ACCOMPANIED BY HIGHLIGHTS OF ACTIVITIES FOR 1977. DETAILS OF AWARDS TO LOCAL UNITS OF GOVERNMENT ARE PROVIDED; THE AWARD DATE, AMOUNT, AND THE TARGET PROBLEMS ARE NOTED. AWARDS TO STATE AGENCIES ARE ALSO DISCUSSED, INCLUDING GRANTS TO THE COMMISSION ON POSTMORTEM EXAMINATION, THE DEPARTMENT OF PUBLIC INSTITUTIONS, THE DEPARTMENT OF VOCATIONAL REHABILITATION, AND THE HUMAN RIGHTS COMMISSION WHICH HANDLES STAFF TRAINING, PURCHASE OF PROTECTIVE AND INVESTIGATIVE EQUIPMENT, CONTINUED OPERATION OF WORK/RELEASE CENTERS, AND THE EXPANSION OF THE MEDICAL EXAMINER PROGRAM.
