THIS REPORT ON THE WESTERN REGIONAL ORGANIZED CRIME INSTITUTE (WROCI) FOR POLICE OFFICERS DISCUSSES COURSES OFFERED, PLANNING PHASES OF WROCI, PERSONNEL, FUNDING, AND FACILITIES.
Abstract
THE REPORT IS PRESENTED ON THE FIRST 2 YEARS OF WROCI, WHICH TRAINED 2,300 POLICE OFFICERS, MOSTLY FROM CALIFORNIA. THE CURRICULUM CONSISTED OF FIVE MAIN COURSES ADDRESSING SPECIFIC FUNCTIONAL LEVELS OF THE POLICE ORGANIZATION. A CRIMINAL INTELLIGENCE COURSE FOR CHIEF ADMINISTRATORS OF LAW ENFORCEMENT AGENCIES TAUGHT HOW TO UNDERSTAND AND USE CRIMINAL INTELLIGENCE UNITS WITHIN AN AGENCY. A COURSE FOR POLICE COMMANDERS TAUGHT HOW TO MANAGE AND USE CRIMINAL INTELLIGENCE. A COURSE FOR INTELLIGENCE COLLECTORS TAUGHT OFFICERS HOW TO RECOGNIZE ORGANIZED CRIME ACTIVITIES AND SKILLS TO COLLECT AND EVALUATE INFORMATION. THE COURSE FOR INTELLIGENCE ANALYSTS TAUGHT POLICE OFFICERS HOW TO EVALUATE, COLLECT, AND DISSEMINATE ORGANIZED CRIME INFORMATION, WHILE THE SURVEILLANCE EQUIPMENT COURSE INSTRUCTED OFFICERS IN THE USE OF SUCH EQUIPMENT AS CAMERAS AND RADIOS. FINAL COURSES TAUGHT POLICE OFFICERS HOW TO DEVELOP AND USE INFORMANTS IN ORGANIZED CRIME AND HOW TO INVESTIGATE WHITE-COLLAR CRIME. TABLES PRESENT THE NUMBERS OF PERSONS COMPLETING EACH COURSE AND APPLICATION BACKLOGS. WROCI PLANNING CONSISTED OF THREE PHASES: DEVELOPING THE COURSE, SETTING UP THE WROCI AND ITS FACILITIES IN SACRAMENTO, CALIFORNIA, AND TRAINING PERSONNEL TO GIVE INSTRUCTION. INSTRUCTORS COMPETED FOR POSITIONS THROUGH COMPETITIVE BIDDING. PERMANENT FACILITIES WERE OBTAINED IN 1976 WITH TWO OTHER TRAINING INSTITUTES. LACK OF SPACE CONTINUES TO BE A PROBLEM, EASED SOMEWHAT BY PRESENTING SELECTED COURSES IN OTHER CITIES. INFORMATION IS ALSO PRESENTED ON SUPPLIES AND EQUIPMENT. TABLES ARE INCLUDED.
