THE AUTHOR BRIEFLY DESCRIBES THE HISTORY OF EXPANDING BULLETS (DUMDUMS), POINTS OUT THAT THEY HAVE NOT BEEN OUTLAWED FOR WARFARE, AND SAYS THAT WEAPONRY CONTROL IS BEST SERVED BY TRAINING AND CLEAR POLICIES FOR USAGE.
Abstract
THE AUTHOR EXPLAINS WHY HANDGUN TRAINING MUST EMPHASIZE SHOOTING TO KILL. RECOGNIZING THAT THERE IS NO HUMANE WAY OF SHOOTING SOMEONE WITHOUT CAUSING PAIN AND SUFFERING, HE RECOMMENDS THOROUGH HANDGUN TRAINING FOR POLICE OFFICERS, AS WELL AS WRITTEN STATEMENTS OF DEPARTMENTAL POLICY GOVERNING NECESSARY FORCE AND THE USE OF HANDGUNS, AND SIGNED AGREEMENTS OF SUCH POLICY BY THE OFFICERS.
