This study examined what impact rapid population influx would have on rural law enforcement agencies by the year 2001, with emphasis on police service level impacts, the response of law enforcement to social issues resulting from rapid population influx, and the impact of rapid population influx on municipal revenue and expenditure levels.
Abstract
Trends were identified that might be associated with rapid population influx, including level of demographic diversity, revenue availability, changing composition of the economic base, scope of law enforcement responsibilities, law enforcement personnel, crime level, population level, gang activity, legislation, and external factors. Situational analysis and strategic planning were conducted using the Lemoore, California, Police Department. It was observed that rapid population influx can affect rural policing agencies in several ways, such as increasing service levels, expanding social issues, and changing municipal revenue and expenditure levels; that accelerated growth can make it difficult to develop a planned strategy; and that rural law enforcement agencies need to understand how rapid population influx affects policing. 6 endnotes and 11 references
