This study of the use of satellite technology in law enforcement examines where we have been in the past, where we are now, and where we are most likely to be in the next 10 years.
Abstract
Some issues considered are whether law enforcement agencies can afford the cost of satellite technology by the year 2000, whether international politics will hamper or restrict the use of the technology, and how the technology could be managed or shared in more than one jurisdiction. These issues are projected into the future, and a strategic plan is developed to prepare San Diego County law enforcement agencies accordingly. The first objective involves the application of futures methodology relative to the use of satellite communication technology within California law enforcement agencies. This encompasses a study and factoring of the principal issue and side issues, using modern futures research methodologies. Three possible scenarios are presented. The second objective was to develop a strategic plan for the management of the process for implementing satellite technology within the State's law enforcement agencies. Another product of the study was a transition plan for the implementation of policy whereby satellite technology can be used in a county region, such as San Diego County.
