Written for crime prevention practitioners with little or no statistical training, this guide to program evaluation addresses the benefits of an evaluation, goal-setting, basic tests and comparisons, survey techniques, use of community resources, and report writing and formatting.
Abstract
The guide reviews conceptual questions that should be asked before making the decision to evaluate, reviews steps in goal-setting, and explains the concepts of output and outcomes. Outside sources of help in conducting program evaluations are suggested, including creation of an evaluation committee or task force composed of skilled volunteer community leaders. An introduction to evaluation techniques explains baseline data, before-and-after measurements, comparison groups, random and controlled experiments, and common evaluation jargon. Other crime prevention impact measures described include cost-benefit analysis, qualitative assessments, property values, and business health. The guide considers the benefits, pitfalls, and logistic issues involved in mail, telephone, and in-person surveys. Checklists and sample surveys that assess fear, victimization, and community well-being are provided. Suggestions on writing and organizing an evaluation report for maximum impact conclude the guide. Examples, diagrams, graphs, and a glossary.
