An analysis of trends and issues in drug trafficking in the United States formed the basis of recommended strategies and procedures for reducing drug-related corruption among law enforcement personnel in California by the year 2000.
Abstract
The analysis suggested that increased enforcement efforts in the southeastern United States is likely to increase the use of California as a major point of entry of drugs. Futures research techniques were used to create several scenarios, from which one was chosen as the basis for the development of policy recommendations. The main policies recommended include the development of a mandatory training program focusing on drug-related corruption and reaching all law enforcement personnel, the recruitment and retention of qualified personnel, and the mandatory drug testing of all law enforcement personnel. The analysis also includes an implementation plan and a suggested transition process through which the plan would be managed. Figures, tables, and appended methodological information.
