This study examines the future impacts of the emerging Automated Vehicle Locator (AVL) technology, with emphasis on the police management issues the technology involves.
Abstract
The analysis focuses on the current status of the technology, as well as future trends and events as identified through a modified Delphi process. The research and forecasting are used to develop scenarios, a strategic plan, and a transition management plan designed to create a process that allows for successful implementation of AVL systems. The study recommends maximum employee involvement to reduce employee fear and sabotage. Other recommended actions include tight security to prevent unlawful access for criminal purposes and ongoing training. In addition, managers must avoid overdependence on the available information and must not replace the first-line supervisor with a computer. Figures, tables, reference notes, and 10 references
