Although this study projects the future state of communication systems for California sheriffs' departments, its scope makes it applicable to any law enforcement communication analysis.
Abstract
Problem areas are identified through an analysis of survey returns from 50 of the 58 California counties, ranging from sparsely populated mountain counties to large, densely populated counties. The surveys are structured into significant prior events and trends. From these prior events and trends, future events and trends are projected. Three scenarios of future states are portrayed from these data. One of the scenarios is selected for further analysis and is expanded as the exemplar to be used in the application of the following areas: strategic decisionmaking, strategic planning, and transition management. In acquainting the lay reader with the study's technical terminology, the appendix presents a brief history of law enforcement communications systems and a simplified explanation of how such systems work, how they have evolved, and their limitations. The appendix also contains supportive documentation and diagrams for the study. 184 footnotes. (Author abstract modified)
