AREAS OF FRICTION BETWEEN CORRECTIONAL FIELD INSTALLATION PERSONNEL AND THEIR CENTRAL OFFICE, AND SUGGESTIONS FOR MUTUAL UNDERSTANDING AND COOPERATION.
Abstract
INSTITUTIONAL PERSONNEL OFTEN COMPLAIN THAT OFFICIALS FROM THE CENTRAL OFFICE ARE TOO DISTANT FROM LOCAL INSTITUTIONS AND THAT THERE ARE TOO MANY DELAYS IN MAKING SIGNIFICANT DECISIONS. A THIRD PROBLEM OFTEN VOICED IS THE PRACTICE OF ALLOWING PERSONS WORKING IN THE CENTRAL OFFICE MORE DAYS OFF FOR PURPOSES SUCH AS ATTENDING RELIGIOUS SERVICES OR VOTING THAN INSTITUTIONAL PEOPLE RECEIVE. IT IS SUGGESTED THAT INSTITUTIONAL ADMINISTRATORS BE INVOLVED IN FORMULATING NEW PROCEDURES TO SOLVE THESE PROBLEMS. THE AUTHOR STRESSES THE NEED FOR COMPETENT AND PROVEN LEADERSHIP FROM CENTRAL HEADQUARTERS AND DIVERSITY OF IDEAS AND PROGRAMS FOR DIFFERENT INSTITUTIONS.
