AN ADDRESS BY THE BOSTON, MA, POLICE COMMISSIONER AT A FORUM ON UPGRADING THE POLICE IN WHICH HE SUGGESTS THAT POLICE LEADERSHIP HAS CONCENTRATED ON STABILITY, ALLOWING INNOVATION ONLY FROM EXTERNAL SOURCES OR PROMPTING.
Abstract
THIS TENDENCY IS SAID TO BE PERPETUATED BY THE STANDARD METHOD OF ASCENSION WITHIN DEPARTMENTS, WHICH RECOGNIZES SENIORITY AND TRADITIONALISM OVER INNOVATIVENESS. THE CREATION OF A PROFESSIONAL GROUP CONSISTING OF THE 500 TOP POLICE EXECUTIVES IN THE COUNTRY IS PROPOSED. THE MAJOR GOALS OF THIS ORGANIZATION WOULD BE THE TRANSFER OF KNOWLEDGE AND THE PROFESSIONALIZATION OF THE POLICE.
