THE CORRECTIONS PROCESS SHOULD BE ORGANIZED ACCORDING TO ITS TWO CRITICAL FUNCTIONS: SHORT SWIFT PUNISHMENT FOLLOWED BY VOLUNTARY, MEANINGFUL REHABILITATION PROGRAM.
Abstract
THE AUTHOR FEELS THAT FAILURE TO DISTINGUISH BETWEEN THESE FUNCTIONS HAS DEVALUED EACH OF THEM. ISOLATING THE REHABILITATION FUNCTION FROM THE PUNISHMENT FUNCTION WOULD ALLOW IT TO PROCEED IN A MORE CONSTRUCTIVE ATMOSPHERE.
