Testimony by Charles B. Rangel, representative from New York, and Stephen S. Trott from the U.S. Justice Department, examines the Nation's drug epidemic and House Joint Resolution 631, providing for a White House Conference on narcotics abuse and control.
Abstract
Mr. Trott discusses the effects of the drug problem on the workplace, schools, the family, and society. He outlines activities already undertaken in the areas of interdiction, crop eradication, investigation, and prosecution. He also notes that while such a conference would have been a good idea several years ago, many of the functions and results of such a conference are already being fulfilled by the work of the National Drug Enforcement Policy Board and other agencies. Representative Rangel suggests that while State and local drug enforcement efforts are advancing, the proposed conference could aid in solidifying a national strategy on drug abuse and its control. Supplemental materials and the text of the resolution are included.
