This document presents both a broad picture of crime trends in Japan for the year 2010 along with a more specific picture of juvenile and young offending in that country and preventative measures used to reduce their risk of reoffending.
Abstract
The paper begins with a broad overview of recent crime trends in Japan and describes the actual treatment of offenders, primarily for the year 2010. The first two sections of the paper deal with overall crime trends in Japan. Part 1 - Crime Trends in 2010, has five chapters that contain data on Penal Code Offenses, Special Act Offenses, Various Types of Offenses, Comparison of Crime Trends with Other Countries, and Offenses Committed by and Against Japanese Nationals Outside of Japan. Part 2: Treatment of Offenders has six chapters (1) Overview, (2) Prosecution, (3) Trial, (4) Correction of Adult Offenders, (5) Rehabilitation Services, and (6) International Cooperation in Criminal Justice. Part 3: Treatment of Juvenile Delinquents has two chapters on Protective Procedures for Juveniles and Criminal Proceedings of Juveniles, while Part 4: Trends in Offenses by Specific Types of Offenders and Their Treatment covers foreign national offenders, offenders belonging to organized crime groups, drug offenders, elderly offenders, offenders with mental disorders, and repeat offenders. Part 5: Crime Victims has two chapters on Official Statistics on Damage Caused by Others and Consideration for Victims within the Criminal Proceedings while Part 6 deals with criminal justice system reforms. Part 7 of the document deals specifically with juvenile and young offenders and has six chapters that cover (1) Current Situation surrounding Japanese Youth, (2) Trends with Juvenile/Young Offenders, (3) Offenses by Persons Discharged from Juvenile Training Schools, (4) Attitudes of Juvenile Delinquents/Young Offenders, (5) Prevention of Repeat Offenders by Juvenile/Young Offenders, and (6) Conclusion. Tables, figures, and appendixes
