Abstract
The chapters on crime trends address penal code offenses, special act offenses, other types of offenses, a comparison of crime trends with other countries, and offenses committed by and against Japanese nationals outside of Japan. Chapters on the treatment of offenders pertain to their prosecution, trial, treatment in corrections of adult offenders, rehabilitation services, and international cooperation in criminal justice. The chapters on trends in juvenile offenses and the treatment of juvenile offenders include chapters on criminal procedure for juveniles and trends with repeat juvenile offenders. Chapters on trends in offenses by specific types of offenders and their treatment address foreign national offenders, offenders belonging to organized crime groups, drug offenders, elderly offenders, offenders with mental disorders, and repeat offenders. Chapters on crime victims contain statistics and information on damage resulting from offenses, consideration for victims within the criminal justice system, and results of the 2012 National Crime Victims Survey. The chapter on criminal justice system reforms contains information on recommendations of the Justice System Reform Council; the preparation of penal statutes that reflect changes in crime trends; and reforms related to offender treatment, juveniles, the Ministerial Meeting on Countermeasures against Crime, and the reform of the prosecutorial function.
