Abstract
RISING EXPECTATIONS IN A HIGHLY COMPETITIVE SOCIETY MAY BE RESPONSIBLE FOR OUR HIGH CRIME RATES, SINCE SOCIOLOGICAL STUDIES INDICATE THAT CRIMES ARE OFTEN RESPONSES TO THE NEED TO ACHIEVE PERSONAL GOALS OR JUST TO SURVIVE. PRESENT CORRECTIONAL METHODS OFTEN LEAVE THE PAROLEE WITH EVEN LESS SUFFICIENT MEANS TO EARN A LIVING. THE AUTHOR PROPOSES A PERMANENT AND MASSIVE FEDERAL WORKS PROGRAM TO PROVIDE FINANCIAL GRANTS TO PRIVATE AND GOVERNMENTAL SOCIAL SERVICE AGENCIES. THIS PROGRAM COULD TRAIN AND HELP TO HIRE A BROAD SPECTRUM OF PEOPLE, NOT ONLY INMATES AND PAROLEES, BUT ALL WHO NEED HELP IN TRAINING AND EMPLOYMENT. THE PROGRAM WOULD ALSO RELIEVE THE PERSONNEL SHORTAGES IN HOSPITALS, SCHOOLS, AND VARIOUS SOCIAL SERVICE AGENCIES.
