Abstract
A NATIONAL COURT OF APPEALS WAS THE RECOMMENDATION OF THE STUDY GROUP ON THE CASELOAD OF THE SUPREME COURT WHOSE FINDINGS INDICATED THAT THE COURT HAD REACHED THE SATURATION POINT IN DEALING WITH ITS WORKLOAD. THIS ARTICLE REVIEWS THE FUNCTION OF THE COURT AND THE PROPRIETY AND DESIRABILITY OF TRANSFERRING SOME OF ITS OPERATIONS TO ANOTHER JUDICIAL BODY. FOR A DISSENTING OPINION SEE NCJ-009421.
