THE PRESENT PHYSICAL PLANT AND DEPARTMENTS HOUSED IN THE MUNICIPAL BUILDING OF WILLINGBORO TOWNSHIP, N.J., ARE EVALUATED, ALONG WITH OPTIONS AVAILABLE TO THE TOWNSHIP FOR IMPLEMENTATION OF EVALUATION RECOMMENDATIONS.
Abstract
THE EXAMINATION OF THE PHYSICAL PLANT FOCUSES ON ITS CONSTRUCTION, MECHANICAL SYSTEM, INTERNAL FLEXIBILITY, AND THE POSSIBILITIES FOR ONSITE EXPANSION. DEPARTMENTAL REPORTS ARE INCLUDED FOR THE TOWNSHIP MANAGER AND CLERK, THE TAX ASSESSOR, TAX COLLECTOR AND TREASURER, THE DEPARTMENT OF INSPECTION, MUNICIPAL COURT, POLICE, RECREATION ADMINISTRATION, RECREATIONAL FACILITIES, LIBRARY, WELFARE ASSISTANCE, AND CONSUMER AFFAIRS (INCLUDING RELATED OFFICES AND STORAGE SPACE). THE EVALUATION INCLUDES A DEFINITION OF EACH DEPARTMENT'S FUNCTION, AN INVENTORY OF PERSONNEL, AND DOCUMENTATION OF THE PHYSICAL LAYOUT. A FORMAL INTERVIEW WITH EACH DEPARTMENT HEAD TOGETHER WITH INFORMAL STAFF INTERVIEWS FORMED THE BASIS FOR PERSONNEL PROJECTIONS INTO THE YEAR 1990. AN ANALYSIS OF INDIVIDUAL WORK TASKS AND DUTIES ESTABLISHED THE SPATIAL REQUIREMENTS THAT WOULD HOUSE THE DIFFERENT FUNCTIONS. OVERALL, IT WAS CONCLUDED THAT THE TOWNSHIP'S GOVERNMENT AGENCIES (PARTICULARLY THE DEPARTMENT OF INSPECTIONS AND THE POLICE) DO NOT HAVE THE FACILITIES FOR PROPER PERFORMANCE OF REQUIRED DUTIES. MUNICIPAL FACILITIES NEED 25 PERCENT MORE SPACE FOR TOWNSHIP FUNCTIONS. THE LIBRARY SHOULD BE EXPANDED, AND SOME TYPE OF TOWNSHIP RECREATIONAL CENTER SHOULD BE DEVELOPED. THE EVALUATION OFFERS THESE THREE IMPLEMENTATION OPTIONS: (1) THE FULL ONSITE EXPANSION OF ALL MUNICIPAL FACILITIES, (2) THE ONSITE EXPANSION OF POLICE AND ADMINISTRATIVE FUNCTIONS AND OFFSITE RELOCATION AND EXPANSION OF LIBRARY FUNCTIONS AND RECREATIONAL FACILITIES, AND (3) THE ONSITE EXPANSION OF LIBRARY FUNCTIONS AND RECREATIONAL FACILITIES ALONG WITH OFFSITE RELOCATION AND EXPANSION OF POLICE AND ADMINISTRATIVE FUNCTIONS. FLOOR PLANS, ORGANIZATIONAL CHARTS, MAPS, ILLUSTRATIONS OF ROOM DESIGNS AND SPATIAL CONSIDERATIONS, A SUMMARY OF SPACE NEEDS, AND A PUBLICATIONS LIST ARE INCLUDED. (WJR)
