A committee appointed by the Wisconsin legislature has examined the current and projected prison overcrowding in the State and recommends a comprehensive corrections program to address these needs while assuring public safety and responding to nonviolent property offenders and other offenders more effectively.
Abstract
The committee studied corrections in other States and programs and projections for Wisconsin. It found that current corrections policies will result in a tripling of the inmate population by the year 2000. Therefore, actions are needed to implement a program of intermediate sanctions. These would include a prison boot camp, shock incarceration, house arrest, electronic monitoring, and intensive supervision in an appropriate combination to assure the protection of society. In addition, the State should develop 750 additional prison beds as soon as possible and plan for the possible construction of another prison with 500 to 1,000 beds.
