THE AGENCY RESPONSIBLE FOR ADMINISTERING FEDERAL CRIMINAL JUSTICE ASSISTANCE IN WISCONSIN REPORTS ITS PROGRESS IN MEETING GOALS RELATED TO EQUAL EMPLOYMENT OPPORTUNITY, AFFIRMATIVE ACTION, AND EQUALITY IN SERVICE PROVISION.
Abstract
THE POLICY OF THE WISCONSIN COUNCIL ON CRIMINAL JUSTICE (WCCJ) IN THESE AREAS IS SET FORTH, AND THE COUNCIL'S PROGRESS TOWARD MEETING 1977 GOALS AND OBJECTIVES FOR PERSONNEL HIRING, UTILIZATION, POLICIES, AND PRACTICES, ARE OUTLINED. ANALYSES ARE PRESENTED OF THE WCCJ'S SERVICE POPULATION, RELEVANT LABOR MARKET, COUNCIL MEMBERSHIP, AND STAFF COMPOSITION (CENTRAL AND REGIONAL OPERATIONS). AREAS IN WHICH THE WCCJ'S PERSONNEL POLICIES AND PRACTICES NEED TO BE IMPROVED ARE IDENTIFIED IN A PROBLEM ANALYSIS. THESE AREAS INCLUDE HISPANIC REPRESENTATION ON THE WORK FORCE, CAREER DEVELOPMENT AND TRAINING OPPORTUNITIES, RECRUITMENT OF WOMEN AND MINORITIES FOR TECHNICAL JOBS, IDENTIFICATION OF HANDICAPPED PERSONNEL, AND GROUP-SPECIFIC RECORDKEEPING AND REPORTING ON SERVICES AND PROGRAMMING FOR MINORITIES, FEMALES, HANDICAPPED PERSONS, AND THE ELDERLY. THE COUNCIL'S PROGRESS IS MEASURED AGAINST ITS STATED GOALS AND TIMETABLES RELATIVE TO PERSONNEL REPRESENTATION, UTILIZATION, POLICIES, AND PRACTICES. THE REPORT CLOSES WITH AN OVERVIEW OF EXISTING EMPLOYMENT POLICIES, PRACTICES, MONITORING EFFORTS, AND PLANNED IMPROVEMENTS IN THE FOLLOWING AREAS: POSITION DESCRIPTIONS, JOB ANNOUNCEMENTS, RECRUITMENT AND APPLICATION, SELECTION AND APPOINTMENT, ORIENTATION FOR NEW EMPLOYEES, TRAINING AND STAFF DEVELOPMENT, TRANSFERS, PROMOTION AND UPWARD MOBILITY, PERFORMANCE EVALUATION, DISCIPLINE, TERMINATION, GRIEVANCE PROCEDURE, EXIT INTERVIEWS, RECORDKEEPING, ASSIGNMENT OF PROGRAM RESPONSIBILITIES, AND DISSEMINATION OF EQUAL EMPLOYMENT OPPORTUNITY AND AFFIRMATIVE ACTION PROGRAM INFORMATION.
