DEVELOPED BY A 45-MEMBER COMMITTEE OF CITIZENS, JUDGES, ATTORNEYS, LAW ENFORCEMENT PERSONNEL, AND OTHER CRIMINAL JUSTICE PRACTITIONERS, THIS REPORT SETS 19 LONG RANGE GOALS FOR THE IMPROVEMENT OF THE JUVENILE JUSTICE SYSTEM.
Abstract
STANDARDS AND GOALS ARE DIVIDED INTO FIVE PROCESS ORIENTED AREAS - PREVENTION, DETECTION AND APPREHENSION, PRE-ADJUDICATION, ADJUDICATION, DISPOSITION, AND INFORMATION SYSTEMS - AND ARE PRESENTED BOTH IN PRIORITY AND SEQUENTIAL ORDER WITH COMMENTARIES. SOME OF THE MOST SIGNIFICANT RECOMMENDATIONS CALL FOR THE REMOVAL OF STATUS OFFENSES FROM THE JUVENILE JUSTICE SYSTEM; INCREASED JUVENILE-RELATED TRAINING FOR POLICE OFFICERS; A REDUCTION IN JUVENILE DETENTIONS AND GUIDELINES FOR JUVENILE JUSTICE INFORMATION SYSTEMS. APPENDED MATERIALS INCLUDE LANDMARK SUPREME COURT DECISIONS RELATING TO JUVENILES, A COST ESTIMATE OF MAINTAINING STATUS OFFENSE JURISDICTION, NINE LEGAL RESEARCH REPORTS ON JUVENILE RIGHTS, AND A PUBLIC HEARING REPORT.
