THE VOLUME AND MOVEMENT OF OFFENDER POPULATIONS SUPERVISED BY THE WISCONSIN DIVISION OF CORRECTIONS DURING CALENDAR YEAR 1978 ARE PRESENTED IN TABULAR FORM; 5-YEAR TRENDS ARE HIGHLIGHTED.
Abstract
STATISTICAL INFORMATION IS PRESENTED FOR THE MAJOR POPULATION GROUPS INCLUDING RESIDENTS OF WISCONSIN CORRECTIONAL INSTITUTIONS, OFFENDERS SUPERVISED IN THE COMMUNITY UNDER PROBATION AND PAROLE, RESIDENTS OF THE BUREAU OF COMMUNITY CORRECTIONS RESIDENTIAL CENTERS, AND ABSCONDERS FROM PROBATION AND PAROLE SUPERVISION. THE TOTAL POPULATION SUPERVISED BY THE DIVISION INCREASED BY 1,118 CASES, OR 4.3 PERCENT, FROM 25,056 CASES IN 1977 TO 26,124 CASES IN 1978. THE 1978 FIGURE INCLUDES 4,383 PERSONS IN CORRECTIONAL INSTITUTIONS; 19,059 ACTIVE CASES ON FIELD SUPERVISION; AND 2,682 ON ABSCONDER STATUS FROM FIELD SUPERVISION. THE PROBATION AND PAROLE POPULATION INCREASED AGAIN IN 1978, BUT THE RATE OF INCREASE CONTINUED TO BE LESS THAN FOR THE PREVIOUS YEAR. THE INSTITUTIONAL POPULATION ROSE BY LESS THAN 1 PERCENT, COMPARED WITH INCREASES RANGING FROM 4 PERCENT TO 15 PERCENT DURING THE PREVIOUS 4 YEARS. FOR 1978 YOUTHFUL OFFENDERS ARE INCLUDED IN THE ADULT TOTALS. THE POPULATION OF MALES AND FEMALES FROM OTHER STATES SUPERVISED IN WISCONSIN UNDER THE INTERSTATE COMPACT PROVISIONS INCREASED GRADUALLY EACH YEAR DURING THE PERIOD FROM 1974 TO 1978, REACHING A COMBINED TOTAL OF 375 IN 1978. APPROXIMATELY 95 PERCENT OF ALL CASES FROM OTHER STATES SUPERVISED IN WISCONSIN WERE ADULTS. THE FEMALE JUVENILE AFTERCARE POPULATION DECREASED BY ALMOST 40 PERCENT OVER THE 5-YEAR PERIOD, WHILE THE MALE JUVENILE AFTERCARE POPULATION INCREASED BY 41.6 PERCENT, REACHING 664 IN 1978. THE YOUTHFUL OFFENDER PAROLE POPULATION ROSE FROM TWO MALE CLIENTS IN 1977 TO 31 MALE CLIENTS IN 1978. THERE WERE NO FEMALES UNDER SUPERVISION AS YOUTHFUL OFFENDERS.
