STATISTICS ON ADULTS AND JUVENILES CONFINED IN COUNTY JAIL AND DETENTION FACILITIES IN WISCONSIN DURING 1977 ARE REPORTED.
Abstract
THE REPORT CONSISTS OF 11 TABLES AND A SUMMARY OF HIGHLIGHTS. THE STATISTICS COVER REASONS FOR DETENTION, LENGTH OF CONFINEMENT, DAILY COUNTS FOR SPECIFIC FACILITIES, AND BREAKDOWNS BY COUNTY, FACILITY, AND CRIMINAL JUSTICE PLANNING REGION. IN SOME INSTANCES, DATA FROM PRIOR YEARS ARE INCLUDED. THE REPORT SHOWS THAT THERE WERE OVER 90,000 CONFINEMENTS IN COUNTY DETENTION FACILITIES DURING 1977, INCLUDING OVER 74,000 ADULT AND OVER 15,000 JUVENILE CONFINEMENTS. MORE THAN 22 PERCENT OF ALL ADULT CONFINEMENTS WERE THE RESULT OF A COURT SENTENCE. FEMALES ACCOUNTED FOR LESS THAN 8 PERCENT OF ALL ADULT CONFINEMENTS BUT ALMOST 31 PERCENT OF ALL JUVENILE DETENTIONS. A COMPARISON OF ARREST AND CONFINEMENT STATISTICS SHOWS THAT APPROXIMATELY 21 PERCENT OF ALL JUVENILE FEMALE ARRESTS RESULTED IN DETENTION. FOR MALE JUVENILES, THAT PERCENTAGE WAS 17. MORE THAN 40 PERCENT OF ALL ADULT CONFINEMENTS WERE FOR TRAFFIC VIOLATIONS. LESS THAN SIX PERCENT OF ALL JUVENILE CONFINEMENTS WERE FOR ALCOHOL VIOLATIONS. DRUG VIOLATIONS ACCOUNTED FOR LESS THAN FIVE PERCENT OF ADULT CONFINEMENTS AND MORE THAN THREE PERCENT OF JUVENILE CONFINEMENTS. THERE WERE 917 ADULT CONFINEMENTS FOR ALLEGED MENTAL ILLNESS, AN INCREASE OF 616 FROM 1976. TOTAL ADULT CONFINEMENTS GRADUALLY INCREASED AT A RATE OF APPROXIMATELY SIX PERCENT FROM 1973 THROUGH 1976 BUT INCREASED LESS THAN ONE PERCENT IN 1977. TOTAL JUVENILE CONFINEMENTS DECREASED MORE THAN 11 PERCENT SINCE 1973, ALTHOUGH THE DECREASE FROM 1976 TO 1977 WAS LESS THAN 1 PERCENT. DETENTION RATES (CONFINEMENTS PER 1,000 POPULATION) INCREASED FROM 1973 TO 1977 FOR ADULTS AND DECREASED FOR JUVENILES. FROM 1976 TO 1977, THE PERCENTAGE OF JUVENILE CONFINEMENTS LASTING UNDER 1 DAY DECREASED WHILE CONFINEMENTS FOR 1 OR 2 DAYS INCREASED. IN LOCAL LOCKUPS (FACILITIES THAT CAN ONLY BE USED TO CONFINE UNSENTENCED PERSONS FOR SHORT PERIODS) ADULT CONFINEMENTS INCREASED 21 PERCENT FROM 1976 AND JUVENILE CONFINEMENTS DECREASED 2 PERCENT. FEMALES ACCOUNTED FOR 10 PERCENT OF TOTAL ADULT CONFINEMENTS IN LOCKUPS AND 21 PERCENT OF TOTAL JUVENILE CONFINEMENTS IN LOCKUPS. (AUTHOR ABSTRACT MODIFIED--LKM)
