THE WISCONSIN MUTUAL AGREEMENT PROGRAM (MAP) PROVIDES FOR SPECIFIC RELEASE DATES IN EXCHANGE FOR INMATES' AGREEMENTS TO ATTAIN REHABILITATION OBJECTIVES; RESULTS FROM THE 1978 PROGRAM ARE REPORTED.
Abstract
INDIVIDUALIZED REHABILITATION OBJECTIVES RELATE TO WORK ASSIGNMENTS, EDUCATION, TREATMENT, TRANSFERS, AND BEHAVIOR. MAP NEGOTIATIONS ARE CONDUCTED BETWEEN THE OFFENDER, REPRESENTED BY THE MAP COORDINATOR, THE INSTITUTION REPRESENTATIVE, AND THE PAROLE BOARD. DATA FOR THE 1978 PROGRAM CONTRACTS WERE OBTAINED FROM ADULT INSTITUTION RECORDS, SOCIAL SERVICES, AND MAP NEGOTIATING STAFF. IN COMPARING SELECTED CHARACTERISTICS FOR RESIDENTS RECEIVING MAP CONTRACTS IN 1978 WITH THOSE RECEIVING CONTRACTS THE 3 PREVIOUS YEARS, FINDINGS SHOW THE AVERAGE LENGTH OF SENTENCE DROPPED TO 59.7 MONTHS AFTER RISING FROM 50.0 MONTHS IN 1975 TO 63.9 MONTHS IN 1977. THE AVERAGE LENGTH OF CONTRACTS REMAINED RELATIVELY LOW, BUT INCREASED BY 0.9 MONTHS OVER 1977 AND 1.8 MONTHS OVER 1976. NEARLY TWO-THIRDS OF THE WRITTEN CONTRACTS CONTAINED AN EDUCATION COMPONENT, NEARLY FOUR-FIFTHS A TREATMENT COMPONENT, AND A LITTLE OVER FOUR-FIFTHS A TRANSFER PLAN. THE AVERAGE OF RESIDENTS SIGNING MAP CONTRACTS REMAINED AT ABOUT 24 YEARS, BUT THE PROPORTION OF CONTRACTS SIGNED BY FIRST-ADMITTED RESIDENTS CONTINUED TO RISE, REACHING 96.2 PERCENT IN 1978. ABOUT 95 PERCENT OF ALL 1978 CONTRACTS WERE PROGRAM-ORIENTED, A HIGHER PERCENTAGE THAN IN THE 3 PREVIOUS YEARS. OVER HALF OF ALL CONTRACTS INVOLVED BOTH EDUCATION AND TREATMENT. THE PERCENTAGE OF RESIDENTS SIGNING PERFORMANCE CONTRACTS DROPPED SHARPLY, FROM 10.7 PERCENT IN 1977 TO 4.9 PERCENT IN 1978 (PERFORMANCE CONTRACTS FOCUS ON BEHAVIOR, WITH THE RESIDENT AGREEING TO AVOID MAJOR RULE INFRACTIONS).
