THIS REPORT PRESENTS INFORMATION ON OFFENDERS RELEASED FROM ADULT CORRECTIONAL FACILITIES IN WISCONSIN UPON COMPLETION OF THE MUTUAL AGREEMENT PROGRAM (MAP) FOR 1978.
Abstract
DATA WERE COLLECTED FROM ADULT INSTITUTION RECORD OFFICES, SOCIAL SERVICES, AND MAP NEGOTIATING STAFF. TABLES RECORD INFORMATION ON THE TYPE OF RELEASE AND SELECTED CHARACTERISTICS OF RELEASES. DATA REVEAL THAT OVER 92 PERCENT OF MAP RELEASES WERE FIRST-RELEASED, AND ABOUT 93 PERCENT OF ALL MAP RELEASES HAD ADULT PAROLE ASSIGNED AS A RELEASE STATUS. THE MEAN AGE FOR MAP RELEASES WAS 24.3 YEARS, WITH MALES ACCOUNTING FOR NEARLY 93 PERCENT OF THE RELEASES. ABOUT 52 PERCENT OF THE MALES WERE WHITE AND 40 PERCENT WERE BLACK. UNARMED BURGLARY AMONG MALES AND FORGERY AMONG FEMALES WERE THE MOST FREQUENTLY REPORTED OFFENSES. THE MEDIAN SENTENCE REPORTED AT ADMISSION FOR THOSE RESIDENTS RELEASED VIA MAP WAS ABOUT 4 YEARS, ALTHOUGH ONE-FOURTH OF THE RELEASES HAD STAYS OF 1 TO 1.5 YEARS. ALTHOUGH THE AVERAGE LENGTH OF STAY WAS 23.6 MONTHS, SEVEN OFFENSES RESULTED IN LENGTHIER TERMS THAN THE GRAND MEAN: MURDER (SECOND DEGREE), UNARMED AND ARMED ROBBERY, INJURY BY CONDUCT REGARDLESS OF LIFE, ARMED BURGLARY, FIRST DEGREE SEXUAL ASSAULT, AND OTHER PERSON OFFENSES. THE AVERAGE LENGTH OF SENTENCE WAS 58.1 MONTHS, AND THE AVERAGE LENGTH OF CONTRACTS WAS HIGHER FOR PERSON-OFFENSE GROUPS SUCH AS ROBBERY, SEX OFFENSES, AND ARMED BURGLARY. ABOUT 10 PERCENT OF THE MAP RELEASES PARTICIPATED IN SOME FORM OF ACADEMIC EDUCATION, 48 PERCENT IN VOCATIONAL EDUCATION, AND 20 PERCENT IN OTHER EDUCATION. FINALLY, AN ALCOHOL TREATMENT PROGRAM WAS CONTRACTED FOR BY 73 PERCENT OF THE RELEASES, WITH MOST CARRIED OUT BY CLINICAL SERVICES. (WJR)
