SELECTED CHARACTERISTICS OF JUVENILES FIRST RELEASED AND RERELEASED ARE REPORTED FOR 1974-1978, ALONG WITH DATA ON JUVENILES RELEASED TO AFTERCARE IN 1978 AND RELEASED BY COURT ORDER FROM CORRECTIONAL FACILITIES IN WISCONSIN.
Abstract
THE AVERAGE LENGTH OF STAY FOR FIRST-RELEASED JUVENILE MALES SHOWED A REVERSAL IN ITS PREVIOUS DOWNWARD TREND FOR THE SECOND SUCCESSIVE YEAR, RISING FROM 7.8 MONTHS TO 8.2 MONTHS. THERE WAS NEARLY A 50 PERCENT DECREASE IN THE PROPORTION OF JUVENILE MALES WITH EXCELLENT VOCATIONAL PROGRESS IN THE INSTITUTIONS. THERE WAS ALSO A MARKED DECLINE IN THE PERCENTAGES OF THOSE WITH EXCELLENT INSTITUTIONAL ADJUSTMENT AND THOSE WITH EXCELLENT EDUCATIONAL PROGRESS IN THE INSTITUTION. THE AVERAGE LENGTH OF STAY FOR FIRST-RELEASED JUVENILE FEMALES ALSO SHOWED A REVERSED TREND, RISING FROM 4.7 MONTHS TO 6.1 MONTHS. THE PERCENTAGES OF THOSE WITH EXCELLENT INSTITUTIONAL ADJUSTMENT AND EXCELLENT EDUCATIONAL OR VOCATIONAL PROGRESS IN THE INSTITUTION ALL DECLINED FROM 1977 TO 1978. THE PERCENTAGE OF JUVENILE FEMALES RELEASED TO THE SOUTHEASTERN AND WESTERN REGION ROSE BY ABOUT 50 PERCENT, WHILE THE PERCENTAGE RELEASED TO THE MILWAUKEE REGION DECLINED BY ROUGHLY 40 PERCENT. THE PERCENTAGE OF JUVENILE MALES RERELEASED TO MILWAUKEE COUNTY ALSO SHOWED A REVERSAL IN ITS PREVIOUS DOWNWARD TREND, RISING FROM 16.2 PERCENT TO 28.7 PERCENT. THE PERCENTAGE OF THOSE WITH EXCELLENT INSTITUTIONAL ADJUSTMENT AND EXCELLENT EDUCATIONAL PROGRESS CONTINUED TO DECLINE, BUT THE PERCENTAGE WITH EXCELLENT VOCATIONAL PROGRESS ROSE SIGNIFICANTLY. THE AVERAGE LENGTH OF STAY FOR RERELEASED JUVENILE FEMALES ROSE SHARPLY FROM 4.7 MONTHS TO A 5-YEAR HIGH OF 8.5 MONTHS. NONE OF THE 13 JUVENILE FEMALES RERELEASED IN 1978 SHOWED EXCELLENT INSTITUTIONAL ADJUSTMENT OR EXCELLENT EDUCATION OR VOCATIONAL PROGRESS. TABULAR DATA ARE PROVIDED. (AUTHOR ABSTRACT MODIFIED--RCB)
