TRENDS IN SELECTED CHARACTERISTICS OF JUVENILES TERMINATED FROM AFTERCARE IN WISCONSIN FROM 1973 THROUGH 1977 ARE SUMMARIZED, PRIMARILY IN STATISTICAL, TABULAR FORM.
Abstract
REPORT DATA WERE OBTAINED FROM FIELD AGENTS OF THE BUREAU OF COMMUNITY CORRECTIONS AND WERE COMPILED BY THE OFFICE OF SYSTEMS EVALUATION. A TOTAL OF 3,584 JUVENILE CASES INCLUDING 2,924 BOYS AND 660 GIRLS WERE REMOVED FROM AFTERCARE DURING THE PERIOD 1973 THROUGH 1977. OF THESE, 2,189, OR 61 PERCENT, WERE AUTOMATICALLY TERMINATED FROM AFTERCARE UPON THE JUVENILE'S REACHING THE AGE OF 18 YEARS. IN 1,062 CASES, OR 29.6 PERCENT, JUVENILES WERE REVOKED AFTER ABSCONDING, COMMITTING A NEW OFFENSE, OR VIOLATING THE TERMS OF SUPERVISION. THREE BOYS DIED WHILE UNDER SUPERVISION. THE NUMBER OF TERMINATIONS DECLINED STEADILY FROM 1973 TO 1977. TOTAL CASES PER YEAR DECLINED FROM 894 IN 1973 TO 595 IN 1977, WITH THE NUMBER OF BOYS DROPPING FROM 700 TO 524 AND THE NUMBER OF GIRLS FROM 194 TO 71. THE RATIO OF BOYS TO GIRLS INCREASED FROM 3.6 TO 1 IN 1973 TO 7.4 TO 1 IN 1977. THE PERCENTAGE OF BOYS WHO SUCCESSFULLY COMPLETED AFTERCARE SUPERVISION AVERAGED 68.6 PERCENT FOR THE 5-YEAR PERIOD. THE PERCENTAGE OF SUCCESSFUL COMPLETION FOR GIRLS AVERAGED 75.6 PERCENT. THE PROPORTION OF JUVENILES UNDER AFTERCARE SUPERVISION FOR LESS THAN 1 YEAR BEFORE TERMINATION ROSE FROM 45.4 PERCENT IN 1973 TO 57.5 PERCENT IN 1977. THE RATE OF SUCCESSFUL COMPLETIONS ROSE AS THE LENGTH OF TIME UNDER SUPERVISION INCREASED. THE PROPORTION OF ALL JUVENILES LIVING WITH THEIR PARENTS DURING SUPERVISION WAS OVER 70 PERCENT FROM 1973 THROUGH 1976 BUT DROPPED TO 60.7 PERCENT IN 1977. OVER 60 PERCENT OF THE JUVENILES WERE UNEMPLOYED AT THE TIME AFTERCARE SUPERVISION WAS TERMINATED. EXTENSIVE TABULAR INFORMATION IS PROVIDED. (AUTHOR ABSTRACT MODIFIED--LWM)
