The goal of Wisconsin's Treatment Alternative Program (TAP) is to break offenders' alcohol, drug, and crime cycle.
Abstract
Utilizing an intensive case management model, a bridge is created between the criminal justice system and the treatment community. The sanctions of the criminal justice system can then be utilized in the treatment process to promote behavior change. Background information is provided on development of the TAP program and its implementation. Descriptions of the pilot program in three counties -- Eau Claire, Rock, and Dane -- are provided. Preliminary client data and treatment data are also provided. Overall supervision of the program is the responsibility of a statewide advisory committee which is comprised of state- and county-level criminal justice, treatment, and governmental administrators. Independent evaluation of the TAP program is provided by the University of Wisconsin Center for Health Policy and Program Evaluation.
