RESULTS OF THIS DIAGNOSTIC EVALUATION AND OVERVIEW OF THE WOONSOCKET POLICE DEPARTMENT, WHICH HAS A POLICE STRENGTH OF 93 OFFICERS TO SERVE A POPULATION OF 46,820.
Abstract
THIS STUDY WAS TO FOCUS PRIMARILY ON THE DEFINITION OF PROBLEMS WITHIN THE POLICE DEPARTMENT, PARTICULARLY IN THE GENERAL AREAS OF PERSONNEL UTILIZATION AND PERFORMANCE. ANOTHER OBJECTIVE OF THE INVESTIGATION WAS TO DELINEATE THOSE AREAS WHERE MORE IN-DEPTH ANALYSES WOULD BE NECESSARY FOR FULL EVALUATION. THE AREAS OF INVESTIGATION INCLUDED MANPOWER, ORGANIZATIONAL STRUCTURE, OPERATIONAL EFFECTIVENESS, PATROL ACTIVITY, PERFORMANCE, COMMUNICATIONS, IN-SERVICE TRAINING, RECORDS MANAGEMENT, FACILITIES, AND POLICIES. THE RECOMMENDATIONS PRESENTED IN THIS REPORT ARE INTENDED TO FOCUS FIRST ON CHANGES MOST LIKELY TO PROVIDE IMMEDIATE COST-EFFECTIVE IMPROVEMENTS IN THE DEPARTMENT'S OPERATIONAL EFFECTIVENESS AND THE QUALITY OF POLICE SERVICES, AND SECOND TO INDICATE CHANGES NEEDED FOR LONG-RANGE IMPROVEMENTS.
