This background paper prepared by the Secretariat for the fourth session of the Conference of the States Parties to the United Nations Convention Against Corruption addresses the work of the open-ended Intergovernmental Working Group on the Prevention of Corruption.
Abstract
The Working Group was created to perform four functions. First, assist the Conference in developing and accumulating knowledge about the prevention of corruption. Second, facilitate the exchange of information and experiences among States on preventive measures and practices. Third, facilitate the collection, dissemination, and promotion of best practices in corruption prevention. Fourth, assist the Conference in encouraging cooperation among all stakeholders and sectors of society in order to prevent corruption. This paper intends to inform the Conference about the discussions and recommendations of the Working Group at its first meeting, as well as actions subsequently taken in implementing the recommendations from the meeting. In addition, the paper presents an overview of the Working Group's conclusions and recommendations at its second meeting. Regarding the development and accumulation of knowledge about preventing corruption, several intergovernmental organizations shared their relevant activities and experiences. Regarding the exchange of information and experience among States regarding their experience with preventive measures and practices, the Working Group discussed the experiences by States parties in preventing corruption in the management of public finances, public administration, and the public sector in general. Regarding the collection, dissemination, and promotion of best practices in preventing corruption, measures taken in public procurement and public service were discussed. In addressing cooperation among stakeholders and sectors of society in order to prevent corruption, a representative of the United Nations Office on Drugs and Crime (UNODC) reported on the implementation of the UNODC Institutional Integrity Initiative.
