UTILIZES DATA DERIVED FROM BELGIUM'S PROGRAMS OF WEEKEND ARREST AND SEMI-DETENTION AS EVIDENCE THAT WORK RELEASE CONSTITUTES A STEP IN THE LONG-TERM PROCESS WHEREBY URBAN SOCIETY IS A VEHICLE FOR RESOCIALIZATION.
Abstract
COMMUNITY-BASED CORRECTIONS HAS DRAWN INTEREST AS A MEANS OF RESTRUCTURING PENOLOGY. THIS DEVELOPMENT IS A PRODUCT OF THE EMERGENCE OF URBAN SOCIETY AS A CHARACTERISTICALLY MODERN PHENOMENON. SOCIAL PROBLEMS SUCH AS CRIME ARISE BECAUSE MAN AS A SOCIOCULTURAL CREATURE CREATES AN ORGANIZATION TO REGULATE HIS OWN CONDUCT AND AS A DEVICE FOR UTILIZING NATURAL RESOURCES IN THE SERVICE OF INDIVIDUAL AND GROUP NEEDS. THIS CREATION ITSELF- INCLUDING THAT OF CRIMINAL JUSTICE ADMINISTRATION - MAY BE THE SOURCE OF PROBLEMS WHEN THE REALITY OF SOCIAL RELATIONSHIPS DIVERGES MARKEDLY FROM CIRCUMSTANCES EXPECTED ON THE BASIS OF HIS NEEDS.
